Underground Storage Tanks (UST)

HMCD is the local agency that regulates USTs in the following geographic areas: within the Cities of Los Altos, Los Altos Hills, Monte Sereno, Palo Alto (as of 1/1/2009), and Saratoga; Moffett Field; San Martin; Stanford; and unincorporated areas of Santa Clara County.  In addition, HMCD handles County owned/operated facilities regardless of location, and State, Federal, and Santa Clara Valley Transportation Authority (VTA) facilities within the City of San Jose. Guidelines for obtaining a variance from HMCD as required by State UST Regulations prior to storing Biodiesel in a UST system.

This form can be used by a UST facility owner/operator to demonstrate compliance with California regulatory requirements regarding the naming of Designated UST Operators and statements of compliance It is a modified version of the State Water Resources Control Board sample form. Emergency Generator Tank System Monitoring System Daily Inspection Log  
Per 23 CCR §2636(f)(6), the leak detection monitoring system for any underground emergency generator tank system (EGTS) with pressurized piping exempted from the requirement to be equipped with a line leak detector must be checked daily by either remote electronic access or onsite visual inspections. This form can be used to document these inspections.

This form, along with the UPCF Facility Information: Business Activities and UPCF Facility Information: Business Owner/Operator Identification forms, must be submitted for all new UST permits, permit changes, or any other facility information changes affecting USTs.

UPCF Underground Storage Tank - Tank (formerly UPCF Hwfwrc-b and SWRCB Form B)
A separate form must be submitted for each tank, along with the UPCF Underground Storage Tank Operating Permit Application - Facility Information form, for all new UST permits, equipment changes, or any other UST system information changes.

Model form prepared by the State Water Resources Control Board (SWRCB).  County Ordinance requires that this format be used to report required testing of UST secondary containment systems unless an alternate format is approved by HMCD.
